Due to the demographic and cultural changes that have taken place in Europe over the last few years, young people face increasing difficulties in accessing and exercising their rights. Their autonomy is increasingly threatened as a consequence of economic, geographical and socio‑cultural inequalities. Youth policies are also particularly vulnerable to economic recession, as they are often relegated to a secondary place in governmental priorities and resource allocation. (Recommendation 1978(2011) When working on supporting the social through labour market inclusion of young migrants and refugees, youth workers can use the Recommendation (CM/Rec(2015)3) adopted by the Committee of Ministers in January 2015. It says that youth policies should aim to prevent and eradicate poverty, discrimination, violence and exclusion of young people . Migrants and refugees are often (even though not only) people coming from disadvantaged neighborhoods in search for a better life elsewhere in the world and are (or are at higher risk to be ) affected by poverty, discrimination, violence and exclusion The Recommendation can help youth workers in advocating for better youth policies that will not just welcome, but also support young people in need, no matter where they come from. It can also inspire them and give them a frame where to focus their efforts if they want to support the social integration of migrants and refugees by creating accessible programmes and services related to their social rights.

When counselling young migrants and refugees on local level, and supporting them to integrate into the labour market, it is important to establish a sustainable partnership between different stakeholders trough the creation of platform for identification of mutual needs, combining resources and realizing common goals in order to facilitate labour market inclusion of refugees and migrants.
